MOHAVE COUNTY REPUBLICAN CENTRAL COMMITTEE

GENERAL MEETING 

Saturday, August 9, 2008  Holiday Inn Express  Kingman  AZ.

Meeting called to order at 10:02am by Jo Ann Oxsen  in Buster Johnson’s absence.

An inspirational poem regarding volunteerism was read to the group.

Invocation led by Richard Basinger.

Flag salute led by Jo Ann Oxsen.

Board and elected officials introduced, candidates introduced

41 P.C.s present, with 2 proxies recorded present, determining a quorum was attained for this meeting.  Members of the Executive Board present were  Jo Ann Oxsen, Sue Donahue, Janice Gould, Don Van Brunt and Helen Moran.  Absent:  Buster Johnson, Shirley Ciresa, Lou Tranka and Don Hodel.

Meeting minutes from the last meeting were distributed, a motion and a second was verbalized, and accepted as presented.

The treasurers report was distributed, discussion followed regarding a donation received.  A motion and a second were verbalized, prompting Treasurer Janice Gould to assure she would re-check the itemization of the donation on the books.  Group voted unanimously to accept the report with the exception of the donation discrepancy.

Essay Contest:  The idea of an Essay Competition for the schools of the three cities was announced.  “What a President from Arizona Means to Me,” is the subject.  The proposed award money for the winners would be $500 for each district.  Sue advised that Chairman Johnson’s opinion was that the $500 was excessive.  Discussion followed regarding the award amount and whether this amount would be appropriate for Middle School students.  Nancy Moschcau moved to strike this issue altogether from discussion.  Motion seconded by_________.  When motion to strike was put to a vote, majority voted in the affirmative. 

Independent and Republican voter postcards:  discussion followed the designing and printing of these.  Quotes will be obtained from area printers.  These cards are intended to inform registered voters of their candidates.  Input from members of the Lake Havasu Republican Women’s group was heard, regarding the results of their recent direct mail project.  A proposed deadline of the last week in Sept was proposed for this mailing so the cards would be received before the early voting in October.  Don VanBrunt made a motion was made to send out this slate card on the last week of September.  Seconded by Sue.  Ron Gould added that the mailing could not be done too early, and Kim Stewart agreed.  Motion amended by Don VanBrunt to change the date of the mailing to the first week in October, Sue seconded.  Sue called for the question.  When put to the vote, group voted unanimously.  A group of four was appointed to begin designing the cards. 

TV ad with Chairman Pullen: Intended to promote Republicans to get out and vote.  Buster Johnson will be contacting Chairman Pullen regarding the Mohave County area.   And ad on Phoenix stations would run $1,000 per spot.  Cox advertising runs between $4 to $12 per spot.  This would be paid for locally, not with state funds.  Don VanBrunt made a motion to produce this commercial and air the spots with a budget of no more than $1,000 be allocated. Seconded by Bill Goodale.  Ron interjected that a $1,000 budget would not be sufficient to produce a decent ad and have it broadcasted.  A suggestion of direct mailers was made, with discussion following regarding this.  A call for a vote was made, for the motion on the floor.  Group voted unanimously in the negative.  A motion was made by Richard Basinger for the Executive Board to use their discretion and reallocate the $1,000 towards some other voter promotion.  Seconded by Ron Gould.  Group voted unanimously in the affirmative.

T.I.M.E. Coalition:  Ron Gould addressed the group regarding this issue.  It may or may not be on the ballot, the signatures are still being verified.  The initiative itself is vague in wording and does not specifically say that the moneys will be used on Transportation.  Mr. Gould has worked against this tax increase for several years, and contends this initiative is vague and a poor use of tax dollars.  Much discussion followed. 

Liberty Day: instruction booklets to be distributed to 5th graders in Arizona.  This is to promote the Constitution in our schools.  The group spearheading this is asking for $1,000 sponsorships from the counties.  A motion was made by Richard Basinger to donate $250 per district towards this project.  Motion seconded by Linda Hasslen.  Richard Basinger amended his original motion to read: “I move that the central committee contribute $750 at a rate of $250 per district, to this Liberty Day project.”  Linda Hasslen withdrew her second for the original motion.   Don VanBrunt seconded the amended motion.  Floor opened for discussion.  Ron Gould suggested that we table this project until 2009, so we may use our funds for election purposes this year.  When put to a vote, majority voted this motion down.

August 14th at 5pm is a debate scheduled in Kingman, at the old Elks club (4th and Oak st.)  All Republican candidates in Mohave County who are opposed in their campaign are invited to speak. 

McCain fundraiser will be on Sept 4th in Lake Havasu, minimum donation is $50.  Any interested party may see Sue Donahue, as reservations are needed. 

Ray Lackey from District 2 spoke to the group about past projects in his area to promote voting.  He shared that many posters from such projects were subject to vandalism.  He implored P.C.s to maintain relationships with their local law enforcement to try to prevent such crimes. 

Sue Donahue presented to the group a set of rules regarding “Election Hand Count Board Members.”  P.C.s are encouraged to participate in this process, which has been established as a “spot check” with our elections.  Ron Gould voiced his support for this program, it is a valuable tool for preserving the integrity of our voting process. 

Republican Picnic:  Don VanBrunt addressed the group.  We have contracted with Redneck for the catering.  Total cost $3289.43 for pork, beef, sides, condiments.  Political clubs are encouraged to help with dessert donations.  Decorations have not been supplied, volunteers are needed.  The Sheriff’s dept have volunteered for cleanup.  Ticket sellers need to provide their numbers one week prior to the picnic.  Sponsors are needed, to help not only with cost but also to support the cause.  Sue is putting together raffle prizes and will also be selling 50/50 tickets.  Each district is asked to place an ad in their respective newspapers to promote this event.  Discussion followed regarding the accounting of this project, and how Janice Gould, Treasurer, would be able to keep tabs on each facet.
